El 7 de abril fue el Día Mundial de la Salud y precisamente esa madrugada la pasé en urgencias de un hospital público de Catalunya. Desgraciadamente, en más de una ocasión, a lo largo de mi vida, he estado ingresada, yo o bien una persona cercana a mí, en un hospital público; esto hace que, cuando estás ahí, te das cuenta de las múltiples carencias estructurales –nunca del servicio de los profesionales, que hacen lo que pueden con los recursos que tienen, y la mayoría de veces de la mejor manera posible– existentes en la sanidad pública. Así pues, las reivindicaciones por una sanidad pública, universal y de calidad pasan a ser una necesidad más que evidente para las personas que accedemos a ésta, que es la mayoría de la sociedad, no lo olvidemos.
¿Y a qué nos referimos cuando hablamos de sanidad pública, universal y de calidad? Pues nos referimos a una sanidad que sea de titularidad pública, que esté gestionada desde la administración pública, con la financiación adecuada por los múltiples servicios existentes, así como los distintos ámbitos que afectan a la garantía de este derecho.”
Actualmente, hacer realidad esta sanidad pública universal y de calidad pasa, entre otras cuestiones que expondremos a lo largo del artículo, por ser conscientes de que existen consorcios, fundaciones, grupos empresariales que reciben dinero público. De esta manera, es imprescindible que todos estos espacios pasen a ser de titularidad y gestión 100% pública para poder dar respuesta a las necesidades de las personas –sean trabajadoras o pacientes– y no a seguir generando beneficios económicos para unos pocos. Al mismo tiempo, es necesario que las decisiones sobre el funcionamiento de los diferentes servicios del ámbito de la salud respondan a intereses comunes, a intereses compartidos y colectivos que pongan la salud, los cuidados, la atención, las condiciones laborales de las trabajadoras en el centro.
Al mismo tiempo, cuando hablamos de esta sanidad que debe estar al alcance de todos y que debe responder a intereses del conjunto de la sociedad, debemos hablar de la necesidad de revertir los recortes de los últimos años, así como de internalizar aquellos servicios básicos e imprescindibles que hoy en día son gestionados por empresas privadas que se lucran a expensas de mercadear con un derecho tan básico y tan fundamental como es la salud.
Y no podemos dejar de hablar de la situación de las trabajadoras del ámbito de la salud; necesitamos condiciones laborales dignas para todas ellas. Son trabajadoras, que como otras muchas de otros ámbitos, se dejan la piel; que con muy poco deben dar respuesta a situaciones muy complejas. Por tanto, estas condiciones dignas van sobre todo de acabar con la inestabilidad, los constantes cambios de lugar, que existan las plazas necesarias para cubrir el trabajo real existente en los diferentes centros –en todos sus estamentos, desde la primaria hasta los hospitales –. Asimismo, también va de que todas las trabajadoras sean consideradas trabajadoras sanitarias y revertir las externalizaciones de servicios como son las trabajadoras de limpieza y de cocina.
Por último, me parece imprescindible hablar de la importancia de que las políticas en materia de salud pongan en el centro los determinantes sociales de la salud –dejando de considerar la salud como algo neutro donde la desigualdad estructural de los diferentes ámbitos de nuestra sociedad tiene un impacto directo. Al mismo tiempo que ponemos en el centro estos determinantes es imprescindible fortalecer el trabajo comunitario, dotando de presupuesto, de personal y de conocimiento específico para generar redes comunitarias que apoderen a las personas a ser agentes activos de su propia salud y tejiendo así redes que garanticen una disminución de los factores de riesgo. Así pues, también somos las personas que hacemos uso del sistema sanitario las que conocemos las carencias y aquellas cuestiones a mejorar; por tanto, también deberíamos ser parte activa de las políticas de salud, deberíamos poder decidir sobre el funcionamiento de éstas, con nuestra participación haríamos evidente las carencias actuales y podríamos caminar hacia una soberanía en el ámbito de la salud.
Cada día debería ser el Día Internacional de la Salud, y todos los días deberíamos ser conscientes de todo lo que necesitamos para garantizar el derecho a la salud del conjunto de la sociedad. Que no sea necesario ser atendido en urgencias para ser conscientes de nuevo del conjunto de carencias actuales. Y sobre todo saber quiénes son los responsables y qué hacer para revertir la situación actual. Porque la salud no puede ser un negocio. Nunca.
