El hospital de la Vall d’Hebron ha anunciado un recorte de la plantilla de 200 profesionales eventuales para el 2024. Se trata de contratos de invierno que se habían prorrogado durante la pandemia, pero este año el hospital ya no dispone de los fondos vinculados a la covid-19. El gerente de la Vall d’Hebron, Albert Salazar, ha reconocido que el hospital debe ajustar el gasto en 33 millones de euros y tendrá que asumir las mejoras salariales del tercer convenio del Instituto Catalán de la Salud (ICS).
Otro factor que determina la reducción de la plantilla en el principal hospital de Cataluña es la redistribución de los profesionales en el sistema sanitario. El departamento de Salud obliga a los principales hospitales a no renovar contratos para que los trabajadores vayan a hospitales secundarios con menos personal disponible. Los sindicatos se oponen a la medida: «el hospital es referente en muchas especialidades y asume a muchos pacientes de fuera del área metropolitana. Si el departamento quiere centrifugar personal sanitario a otros hospitales, estos no podrán asumir la demanda porque no tienen los recursos necesarios», afirman desde CCOO y Satse. La gerencia ya ha avanzado que reducirán la partida farmacológica y la de material fungible, además de 12 millones de euros en salarios, en un hospital que tiene una plantilla de 9.300 trabajadores. Desde CCOO añaden que también se pretende rebajar la cobertura de las jubilaciones y que las intervenciones quirúrgicas se reducirán aún más de lo habitual en verano.
La sanidad catalana necesita 3.000 millones de euros más
Para el 2024 el hospital de la Vall d’Hebron dispone de un presupuesto de unos 980 millones de euros, unos 20 millones más que el año pasado. Se trata del presupuesto más grande de la historia con una plantilla más grande que antes de la pandemia. Aun así, la sanidad catalana necesita 3.000 millones más para garantizar el financiamiento del sistema público, según el estudio ‘La insuficiencia financiera de la sanidad catalana revisitada’, publicado por el Centro de Investigación en Economía y Salud de la Universidad Pompeu Fabra. El estudio apunta a un «mal pronóstico» en el futuro del sistema sanitario «si no hay una corrección importante».
Desde el inicio de los recortes de Mas en el año 2010, el infrafinanciamiento sanitario se ha cronificado. La pandemia obligó a aumentar la inversión, pero la falta de personal y el desgaste provocado por la covid-19 genera malestar entre la plantilla, especialmente en la atención primaria, tal como se vio el pasado fin de semana. Los sindicatos califican los ajustes de presupuesto de «recortes» e incluso la patronal catalana Foment del Treball ha pedido ampliar la inversión de la sanidad catalana en 1.000 millones.

El ajuste del presupuesto en la Vall d’Hebron emula a unos recortes, los cuales Cataluña aún no ha revertido. Se trata de la única comunidad autónoma que no ha recuperado la inversión en políticas sociales en 12 años. El presupuesto que las comunidades autónomas destinan a políticas sociales se ha reducido del 67,4% en 2010 al 58,8% en 2022, según el informe ‘La inversión social por comunidades’ de la Asociación de Directores y Gerentes de Servicios Sociales.
Aunque la pandemia puso de manifiesto la importancia del gasto público, las comunidades autónomas solo han aumentado un 13,5% la inversión en políticas sociales entre 2019 y 2022: un 7,9% más en sanidad, un 17,7% en educación y un 28,8% en servicios sociales. Cataluña es la única comunidad autónoma que no ha revertido los recortes y destina seis euros menos por habitante. En el gasto per cápita, Madrid está a la cola con 2.399 euros, seguida de Cataluña (2.782), mientras que las que más destinan son el País Vasco (3.708), Extremadura (3.629) y Asturias (3.438).
